
Liberia and Saudi Arabia Sign Landmark Aviation Cooperation Agreement
MONTREAL, CANADA — The Civil Aviation Authority of the Republic of Liberia and the General Authority of Civil Aviation of the Kingdom of Saudi Arabia have signed a Memorandum of Cooperation to enhance collaboration in the field of civil aviation. The agreement was signed in Montreal, Canada, on the sidelines of the 42nd International Civil Aviation Organization (ICAO) Assembly.
The memorandum, signed by Mr. Julius D. Dennis, Jr., Director General of the Liberia Civil Aviation Authority (LCAA), and H.E. Abdulaziz Al-Duailej, President of the General Authority of Civil Aviation of the Kingdom of Saudi Arabia, aims to foster technical, administrative, and operational cooperation between the two nations.
Key areas of focus under the new agreement include:
1. Aviation safety and security
2. Environmental sustainability
3. Economic policies and air transport
4. Logistics services
5. Quality control and auditing
6. Passenger experience
7. Administrative and organizational practices
During the signing ceremony, H.E. Abdulaziz Al-Duailej pledged Saudi Arabia's support for Liberia in the areas of training and infrastructure development through the ICAO's "No Country Left Behind" initiative. Additionally, Mr. Abdullah F. Almusained, a representative of the Saudi Fund for Development, committed to helping the LCAA access funding to address significant safety concerns identified in the 2022 ICAO USOAP audit.
H.E. Al-Duailej also extended an invitation to the LCAA to attend the Saudi Aviation Forum in Riyadh in April 2026.
This agreement marks a significant step toward strengthening the ties between the two countries and advancing the civil aviation sector in Liberia.
The LCAA is the statutory body responsible for regulating and overseeing all civil aviation activities in the Republic of Liberia.
The GACA is the national aviation authority responsible for regulating and developing the civil aviation sector in the Kingdom of Saudi Arabia.
