Liberia Participates in 5th ICAO Global Implementation Support Symposium (GISS)

MARRAKECH, MOROCCO – The Director-General of the Liberia Civil Aviation Authority (LCAA), Mr. Julius D. Dennis, Jr., is currently leading a high-level delegation to the 5th ICAO Global Implementation Support Symposium (GISS). Held under the distinguished patronage of His Majesty King Mohammed VI, the delegation’s presence follows an official invitation from the Moroccan Civil Aviation Authority. Joining the LCAA is Mr. Archibald S. Abban, Deputy Minister for Administration at the Ministry of Transport.

The symposium, which opened on April 14, 2026, has convened over 1,500 participants from 130 countries. Under the theme “Regional Solutions, Global Benefits,” the event serves as a platform for Morocco to showcase its emergence as a premier aviation hub connecting Africa, Europe, and the Americas.

High-Level Engagement and Bilateral Success

A major highlight of the opening proceedings was the signing of several landmark cooperation agreements, most notably a new Air Service Agreement between Liberia and Morocco. This agreement is expected to significantly enhance connectivity and economic cooperation between the two nations.

During the symposium, DG Dennis engaged in a series of high-level diplomatic and technical meetings, including:

️International Leadership: Discussions with the Secretary General of ICAO and the President of the ICAO Council, Toshiyuki Onuma.

️Safety and Regulation: A strategic meeting with Mrs. Fiona Hau, Head of Aviation Safety at the UK Department for Transport.

️Regional Integration: Participation in an interactive breakfast organized by the African Civil Aviation Commission (AFCAC) and a high-level          session regarding the Single African Air Transport Market (SAATM).

A Focus on Innovation and Safety

The symposium was officially opened by Morocco’s Minister of Transport and Logistics, Abdessamad Kayouh, who highlighted Morocco’s 87% compliance rate under ICAO’s Universal Safety Oversight Audit Programme. The Minister also emphasized the digital transformation of airport infrastructure, including the implementation of Advance Passenger Information (API) and Passenger Name Record (PNR) systems to streamline border procedures and enhance risk analysis.

The three-day event features seven thematic panels focusing on:

- Aviation Finance and Sustainability

- Safety and Regulatory Compliance

- Airport Infrastructure and Talent Development

The opening day was further marked by an aerial display by the Royal Air Force’s Marche Verte squadron and the launch of an innovation exhibition showcasing the latest advancements in aerospace technology.

Through these engagements, the LCAA continues to strengthen Liberia’s standing in the international aviation community, ensuring that national civil aviation standards remain aligned with global best practices.
