Liberia Civil Aviation Authority Delegation Completes Benchmarking and Cargo Safety Study Visit to Ghana CAA
October 4, 2026 — A delegation from the Liberia Civil Aviation Authority (LCAA), led by Chris Krah, has successfully concluded a comprehensive five-day working study visit to the Ghana Civil Aviation Authority (GCAA), focusing on cargo safety, security, and revenue generation.
The benchmarking mission, which ran from September 28 to October 2, 2026, aimed to strengthen LCAA’s institutional capacity and technical expertise in regulating air cargo operations.
During the visit, the LCAA team received intensive instruction on critical aspects of cargo safety, aviation security, billing, and invoicing mechanisms. Particular emphasis was placed on rigorous air cargo inspection protocols and weight scale procedures.
As part of the practical component of the study, the delegation toured the Swissport cargo warehouse. The team observed high-volume import and export operations, as well as the utilization of advanced, sophisticated machinery for modern cargo handling.
Key insights gathered from the GCAA engagement highlighted the significant revenue potential of a well-regulated cargo sector. The delegation learned that robust billing and invoicing rely on strict compliance mandates, including the mandatory submission of both cargo and passenger manifests.
The successful completion of this study visit marks a vital step forward in LCAA’s ongoing efforts to modernize Liberia's civil aviation sector, optimize cargo safety oversight, and enhance national revenue collection.
