Joseph K. Massaquoi is the Director of Finance at Liberia Civil Aviation Authority (LCAA). He oversees the financial operations of LCAA, ensuring compliance and efficiency.  Prior to work with LCAA, he served as Assistant Project Accountant (Project Financial Management Unit-PFMU/IDA-World Bank Financed Projects in Liberia); Director of Finance at the Liberia Refugee Repatriation and Resettlement Commission (LRRRC), and the Constitution Review Committee (CRC) in the same role and position.  

Massaquoi earlier career experience began within the MFDP as career accountant; Budget Analyst; Financial Analyst, Principal Financial Analyst, Technical Assistant in both Deputy Minister for Expenditure & Debt Management and Assistant Minister for Expenditure & Debt Management offices; Assistant Comptroller for Cash Management in the office of the Comptroller and Accountant General, R.L.  These positions equipped me with a comprehensive understanding of financial management within government Institutions.

Massaquoi is an accomplished professional with a wealth of experience and a strong educational background.  Holding two Master’s degree; one in Accounting 2023, and another in Finance and Banking in 2011, from the University of Liberia.  Massaquoi has consistently demonstrated his dedication to professional development.  With a robust training portfolio including local and international programs.

Massaquoi has skills in various areas of finance procurement. Participated in UNDP/CIPS Level 3 Public Procurement program in Liberia; ECOWAS E-Learning Policy Initiative forum in Ghana; a study tour on Treasury Bills Operations & Management in Liberia also in Accra, Ghana and workshops conducted by prestigious institution such as the African Development Bank in Freetown, Sierra Leone in Procurement and Accounting. Completed the System Accounting training facilitated by the Ministry of Finance and Development Planning (MFDP) in Liberia; completed all Civil Service Agency (CSA) tests for the position of Director and regularly attends refresher courses to stay abreast of the latest development in finance.
