Stephen R. Johnson is the Deputy Director General for Administration at the Liberia Civil Aviation Authority. Before joining the LCAA, he served as a Policy Advisor/ Program Administrator at the US Department of Commerce/International Trade Administration in the office of Industry and Analysis (Digital Services, Data Privacy Shield Team)- a team which focuses on the transatlantic data flows enabling the $7.1 trillion economic relationship between the European Union, U.S. and Switzerland in cross-border data flows geared towards a participation in the digital economy and to expand economic opportunities. He was also a Senior Research Fellow/Project Manager at the Center for Policy Action & Research (a policy think-tank that published a critique of the national budget between 2018-2022, the Eton and EBOMAF loans, a study on digital economy in Liberia among others).

With over 18 years of progressive professional experience in the private, public and non-profit sectors, Stephen has worked with the government of Liberia in several roles among others. He represented Liberia on many occasions in his capacity as Assistant Commissioner of Customs & Excise, Senior Economist and Technical Focal Point (Ministry of Finance and Development Planning) at the Spring Meetings, IMF/World Bank, Washington, DC, 2016, the ECOWAS Council of Ministers, Dakar, Senegal, the Common External Tariff (CET), Abidjan, Ivory Coast, ECOWAS Trade Liberalization Scheme (ETLS), Abuja, Nigeria and the Mano River Union's (MRU) Technical committee on Peace and Security in Abidjan, Ivory Coast.

He also served as the GoL's focal point at the African Peer Review Mechanism, based in Johannesburg, South Africa- a specialized agency of the African Union (AU) that was initiated in 2002 and established in 2003 in the framework of the implementation of the New Partnership for Africa's Development (NEPAD) as a tool for sharing experiences, reinforcing best practices, identifying deficiencies, and assessing capacity-building needs to foster policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated sub-regional and continental economic integration among others. 

Additionally, he has worked with the United States Agency for International Development (USAID) as a Grant Development Officer, the US Bank Corporate Trust (USA), and an independent Federal Government contractor with the US Department of Transportation as well as a Systems QA Consultant with Wells Fargo Corporate Risk (USA). 

He holds a Bachelor of Science degree (BSc.) in Economics and a Master Degree (MBA, Highest Honors) in Finance; a certificate in Leadership from the John F. Kennedy School of Government, Harvard University and has a Master in Public Policy from the Penn State University.
