Nuah E. Padmore serves as the Aviation Security Director for the Liberia Civil Aviation Authority (LCAA). He is also an ICAO Certified AVSEC Instructor and a Certified National AVSEC Auditor. Padmore has more than thirty (30) years of professional experience in various specialized areas of security, including:  military, disaster management for civilian populations, intelligence and aviation security. For the past eight years his focus has been aviation security.

Academically, Padmore has studied a broad range of fields including: Disaster Management at the Haifa University Master’s Degree Program, Behavioral Sciences at the Tel Aviv Yaffo Academic College for a Bachelor Degree, Group Facilitation at the Beit Berl Academic College, and Marketing and Public Relations for non-academic certificates at the Open University.

He has also gained certificates for training specific to aviation security in the following courses: National Inspectors, Cargo and Mail Security, and Basic Airport Security from the Kenya School of Aviation; Train-the-trainer for Airport Security Management from TSA sponsored by the US State Department; Security Risk Management from an training initiative organized by the People’s Republic of China; and Aviation Crisis Management in the New Normal (Covid-19) from the Singapore Aviation Academy. Padmore was certified as an AVSEC National Inspector and Auditor by a process in collaboration with the Nigeria Civil Aviation Authority.

Prior to working at the LCAA, Padmore served as a consultant and was Special Assistant (SA) to the Director at the National Security Agency. Padmore also served as a military officer of the Israeli Defense Force. Padmore has worked towards the development Liberia’s aviation security oversight system to ensure Liberia is compliant with ICAO standard and recommended practices and the goals of the Global Aviation Security Plan (GASeP). He is a strong advocate for capacity building activities, regional collaboration, and the promotion of a security awareness culture. Padmore is currently taking steps for the establishment of a cadre of certified instructors in Liberia that will be able to provide much of Liberia’s aviation security training requirements.
