Liberian Delegation Visits Qatar to Strengthen Aviation Cooperation

A high powered delegation from the Liberia Civil Aviation Authority (LCAA), led by the Director General Mr. Julius D. Dennis, embarked on a visit to Doha at the invitation of the Qatar Civil Aviation Authority (QCAA).

The delegation also comprised Mr. David M. Farhat, Chairman of the LCAA Board; Ms. Felecia C. Gray, Director of Human Resources and Manpower Development; Mr. William A. K. Sion Jr., Supervisor of Air Transport and Economic Regulations; and Mr. Joseph B. Johnson, Office Manager to the Director General.

Upon their arrival, the delegation was warmly welcomed by Mr. Mohamed Alhajri, President of the QCAA, who underscored Qatar's commitment to fostering stronger cooperation with African nations, through the African Civil Aviation Commission - AFCAC, prioritizing Liberia.

Director General Dennis expressed his sincere gratitude to President Alhajri for the opportunity to discuss avenues for collaboration. He emphasized the LCAA's unwavering focus on enhancing training programs, addressing outstanding international obligations to key stakeholders, including ICAO, AFCAC, BAGASOO, and most importantly, modernizing the nation's aviation infrastructure. He acknowledged the challenges faced by the sector due to the prolonged civil unrest, and other contributing factors. The LCAA's boss also highlighted the concerning low effective implementation (E.I) score of 27.5%, as indicated in the 2022 International Civil Aviation Organization (ICAO) USOAP/CMA audit results.

Director General Dennis reiterated the LCAA's commitment to implementing a comprehensive road map and corrective action plan to alleviate and mitigate these discrepancies.

In response, President Alhajri pledged the QCAA's fullest support for training initiatives and technical support, and expressed a strong willingness to collaborate closely with the LCAA to address the concerns raised in the ICAO audit results. He acknowledged the high cost associated with aviation  infrastructure development projects, but highlighted the constraints and limitations of the QCAA operational budget. However, he advised that a quick option to achieve this goal will involve a high level diplomatic engagement; Mr. Alhajri further urged the LCAA to adapt this approach expeditiously because the Qatari financial resources are controlled at the highest level; therefore the appropriate diplomatic engagement could produce the desirable outcome.

Both parties agreed to formalize their requests for assistance through established diplomatic channels.
