Hon. Julius D. Dennis, Jr. is an accomplished aviation management professional with a wealth of experience spanning over three decades. His expertise in aviation management includes aviation safety, regulations and standards, aerodrome maintenance management, airport systems operations and management, infrastructure development, and strategic planning. Mr. Dennis is highly skilled in leading teams, implementing process improvements, and fostering relationships with stakeholders. With a track record of success in both domestic and international environments, he excels in navigating diverse challenges and driving organizational success.

Prior to joining the LCAA, Mr. Dennis served in three United Nations missions: The UN Regional Service Center in Entebbe, Uganda from 2013 to 2021; As Chief, Property Management Unit and Chief Regional Infrastructure Unit of Transportation Movement Integrated Control Center.  During his tenure, Mr. Dennis oversaw the TMICC Infrastructure Unit and administered the regional transportation infrastructure projects and equipment. He managed all airfield developments and rehabilitation projects for field missions in collaboration with ICAO.

As Chief Airfield Officer for the UN Department of Peace Keeping Operations in Sudan (UNAMID) from 2007 to 2008 and Chad (MINURCAT) from 2008 to 2010, Mr. Dennis oversaw the Air Terminal and Airfield Management Units of the Aviation Section and all ground activities at airfields and helicopter landing sites, ramp services, airfields and heliports, buildings, hangars in coordination with host country’s Civil Aviation Authority. He also developed Standard Operating Procedures (SOPs) for airfields and air terminal operations.

Mr. Dennis served two terms as General Manager for the Roberts International Airport, Liberia, from 2006 to 2007 and 2012 to 2013 where he managed overall airport operations, staff workforce and set in place sound operating procedures and policies. During his tenures, Mr. Dennis was an integral part of the development and administration of the airport redevelopment program.

In 2011, he was influential in the development of the National Transport Policy and Strategy, and the formation of the National Transport Master Plan of the Ministry of Transport, where he served as Senior Policy Advisor to the Minister of Transport. Mr. Dennis rose through the ranks and demonstrated excellence, having joined the aviation industry at the Roberts International Airport since 1982.

From 1998 to 2005, Mr. Dennis served in various senior management positions at several airports in the USA including Facilities Manager and Acting Director of Maintenance; Birmingham Airport Authority, Alabama; Airport Operations Specialist and Airport Superintendent for Airfield and Grounds at the Bush Intercontinental Airport in Houston, Texas.

Mr. Julius Dennis brings a wealth of knowledge and expertise to any aviation management role, with a proven track record of success in leading diverse teams, driving operational excellence, and achieving strategic objectives in dynamic and challenging environments. His combination of academic qualifications, professional expertise and extensive hands-on experience makes him a valuable asset in the aviation industry.

He holds a master’s degree in Aeronautical Science with specialization in Aviation/Aerospace Management from Embry-Riddle Aeronautical University, Florida, USA; and a Bachelor of Science Degree in general science with emphasis in Mathematics from Cuttington University College, Suakoko, Liberia. He also attended numerous courses and workshops in aviation from ICAO and the FAA, and other internationally recognized aviation organizations.
